Railway By-Law.—Contrary to general expectation the County Council declined to read the Woodstock and Norwich Railroad By-Law a third time, as may be seen by our council report. The vote stood 12 for the third reading to 14 against. It was evident from the manner in which Mr. Abrahams managed his case that he had been in the Council before.
