Norwich By-Law.

The North Norwich by-law was carried on Tuesday last, but not by the vote of the township. The majority against it in the rural municipality is 88, the standing 196 to 108. These figures are sufficient to show the feeling of the people in the township as a whole in regard to the by-law. Norwich is in favor of the Port Dover Railway and would willingly give it a bonus of $20,000 or $25,000, but the people decidedly object to being roped in against their will for $30,000, especially when no sufficient excuse for such procedure on the part of the company can be given. The plea they but forth that the township council were not competent to submit a bonus by-law owing to the councillors holding stock in the Railway they desired to aid, turns out to be without force. We have the best authority on municipal law in the Dominion for the assertion that the township council were quite competent to submit a by-law in aid of the line. The fact that members of the council held stock in the concern was not material; in fact made no difference whatever. How much better it would have been to have the township decently for, say $25,000! As it is the grouped by-law has been carried, but there are parties in the township who will leave no stone unturned to render it of no effect.
