  1. In these regulations, unless the context otherwise requires:
    1. Board means the Board of Transport Commissioners for Canada;
    2. Construct includes reconstruction or improvement;
    3. Crossing means any railway crossing of a highway at grade or any highway crossing of a railway at grade;
    4. Highway means a highway and includes any public road, street, lane or other public way of communication;
    5. Highway authority means the public authority having legal jurisdiction to open to, and maintain for the public, highways in the area under its jurisdiction;
    6. Junior means the party (the railway company or the road authority as the case may be) who is junior in title at the crossing;
    7. Railway company means a railway company subject to the jurisdiction of the Board;
    8. Senior means the party (the railway company or the road authority as the case may be) who is senior in title at the crossing;
  2. Unless otherwise ordered by the Board, the following regulations entitled Standard regulations respecting the construction of crossings at grade apply with respect to every crossing hereafter constructed.
